Cherished v private number plates

How do you decide if number plates are cherished or if they are private. Historically they were called cherished numbers as the transfer procedure was involved, expensive and slow, each number had to be removed from the old vehicle bearing it and transferred to the receiving vehicle, at one point you actually had to be the registered keeper of both vehicles to effect a transfer. When the dvla entered the marketplace selling unissued registration numbers, the  purchase and transfer of registrations became much easier, exclusivity was lost and the term private number plates became more widely used than cherished number plates.
